The article describes a law that has the stated objective of raising tax revenue through tax increases and tax enforcement and then spending those funds on new spending initiatives to include : energy, climate, and health care. While the new spending will most certainly occur, it is to be determined if the new revenue the law hopes to generate will fund these expenses.
